Description
The role of the project officer is to plan, execute, and finalize projects according to strict deadlines and within a budget. This includes acquiring resources and coordinating and overseeing quality control throughout its life cycle.
Requirements
- A degree in international development, law, economics, public administration, business, gender studies, sociology, project planning and management, or a related field is required.
- At least two (2) years of experience in monitoring and evaluation, social science research, or other relevant fields.
- At least two (2) years’ experience in the management of community development projects.
- Demonstrated experience with quantitative and qualitative research methods, including surveys and focus groups.
- Strong analytical and data visualization skills with the capacity to communicate with a range of audiences.
- Experience working with donor-funded projects.
- Solid PC- based computer skills, including Microsoft Word, Excel, Outlook, PowerPoint, and the internet.
- Excellent English communication skills (oral and written).
- Ability to work in a multicultural, inclusive, and equitable environment.
- Must be well groomed and possess excellent office etiquette.
Responsibilities
- Direct and manage project development from beginning to end.
- Oversee all project activities and be the main contact point for the donor and the field staff
- Define project scope, goals, and deliverables that support Organization's goals in collaboration with senior management and stakeholders.
- Develop full-scale project plans and associated communication documents
- Effectively communicate project expectations to team members and stockholders in a timely and clear fashion.
- Ensure project activities comply with the policies and regulations of the donor organization.
- Oversee the development and execution of project deliverables; lead project planning, budgeting, action plans, and monitoring processes.
- Liaise with project stakeholders on an ongoing basis
- Estimate the resource and participants needed to achieve project goal
- Draft and submit budget proposals, and recommend subsequent budget changes where necessary
- Where required, negotiate with other department managers for the acquisition of the required personnel from within the organization.
- Determine and assess the need for additional staff and/or consultants and make the appropriate recruitments if necessary during the project cycle.
- Set and continually manage project expectations with team members and other stakeholders.
- Delegate tasks and responsibilities to appropriate personnel.
- Identify and resolve issues and conflicts within the project team
- Identify and manage project timelines and milestones using appropriate tools.
- Track project milestones and deliverables.
- Develop and deliver progress reports, proposals, requirements documentation, and presentations.
- Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
- Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
- Define project success criteria and disseminate them to involved parties throughout the project life cycle.
- Ensures close collaboration and coordination with cooperating partners to guarantee smooth implementation of activities and the achievement of results as specified in grant agreements.
- Coach, mentor, motivate, and supervise project team members and contractors, and influence them to take positive action and take accountability for their assigned work.
- Lead and motivate the project team, monitor project activities and project expenditure and coordinate work with consultants and volunteers in the project
- Oversee the preparation and submission of the annual activity-based project budget as well as monthly and quarterly financial reports and the sending of new funding requests.
- Submit activity reports, meeting minutes, and financial reports on a regular basis to the donor.
