Description

We are looking for a HR Program Officer who will be responsible for managing and coordinating human resources activities within the organization, specifically focusing on projects funded by donors. This role requires a dynamic HR professional with a thorough understanding of HR practices, donor compliance requirements, and program management.

Requirements

  • Education: Bachelor’s degree in human resources, Business Administration, or related field.
  • Experience: Minimum of 5 years of HR experience, with at least 3 years in donor-funded projects or international development organizations.
  • Knowledge: Strong understanding of HR practices, donor regulations, and local labor laws. Experience with USAID, DFID, or other donor agencies is highly desirable.

Responsibilities

  • HR Management:

    • Oversee recruitment, onboarding, and retention strategies for donor-funded projects.
    • Ensure compliance with organizational HR policies and donor requirements.
    • Maintain and update employee records and HR databases.
  • Recruitment & Selection:

    • Develop and implement recruitment plans for donor-funded projects.
    • Conduct interviews, selection processes, and background checks.
    • Coordinate with hiring managers to understand staffing needs and timelines.
  • Employee Relations:

    • Address employee concerns and grievances in line with organizational policies.
    • Foster a positive and inclusive work environment.
    • Conduct regular check-ins and feedback sessions with staff.
  • Training & Development:

    • Identify training needs for project staff and coordinate relevant training sessions.
    • Support capacity-building initiatives for team members.
    • Evaluate the effectiveness of training programs and make recommendations for improvement.
  • Compliance & Reporting:

    • Ensure HR practices are in compliance with donor regulations and local labor laws.
    • Prepare and submit regular HR reports to donors and management.
    • Monitor and report on HR metrics, such as turnover rates, staffing levels, and employee satisfaction.
  • Performance Management:

    • Implement performance appraisal systems for project staff.
    • Provide guidance and support to managers on performance issues.
    • Facilitate goal-setting and performance review processes.
  • Compensation & Benefits:

    • Administer employee compensation and benefits programs.
    • Ensure timely and accurate payroll processing.
    • Review and update salary structures in line with market trends and donor guidelines.
  • Policy Development:

    • Develop and update HR policies and procedures.
    • Communicate policy changes to staff and ensure understanding.
    • Ensure policies are aligned with donor requirements and organizational objectives.
