Description

Our client in the NGO sector is seeking a head of finance and operations to support an anticipated international donor-funded Inclusive Africa Program (IAP). The IAP is a five-year, multimillion dollar regional initiative that aims to create socio-economic opportunities for young men and women with disabilities in Kenya, South Africa, and Ghana through enhanced digital accessibility. The program's strategic objective is to cultivate an environment that enables young individuals with disabilities to access digital economic opportunities by advancing digital accessibility policy, facilitating stakeholder engagement, driving digital innovation and entrepreneurship, amplifying youth voices, and establishing industry best practices.

Requirements

    • Educational Background: A postgraduate degree in finance, accounting, business administration, or a related field.
    • Professional Certification: CPA (K), ACCA, or equivalent professional certification is required.
    • Experience: A minimum of 10 years of experience in financial management, with at least 5 years in a senior role overseeing multi-country operations, preferably in the non-profit sector.
    • Consortia Experience: Proven experience in managing financial relationships with consortia partners, including due diligence and contracting.
    • Strategic Financial Leadership: demonstrated ability to develop and implement financial strategies that support organizational goals in a multi-country context.
    • Compliance Expertise: Strong understanding of donor regulations, financial compliance, and audit processes.
    • Leadership Skills: exceptional leadership and team management skills, with a track record of building and leading high-performing teams.
    • Analytical & Problem-Solving Skills: Ability to analyze complex financial data, identify trends, and develop actionable solutions.
    • Communication & Interpersonal Skills: Excellent communication skills, with the ability to engage effectively with a diverse range of stakeholders.
    • Proficiency in Financial Systems: Advanced proficiency in financial management software and systems.
    • Language Proficiency: Fluency in English is required; proficiency in other languages spoken in Africa is an advantage.
    • Willingness to Travel: willingness and ability to travel frequently within Africa and internationally as needed.

    Responsibilities

    • Oversee all aspects of program financial management and operations, including financial and accounting systems implementation; forecasting; budgeting; procurement; payroll expenditure tracking; and financial reporting.
    • Prepare periodic financial reports to Headquarters International Finance and ensure timely submission of reports per award requirements.
    • Report to the Executive Director and the Programs Director on matters including, but not limited to, operational field accounts, bank reconciliation/statements, office advance requests, and other day-to-day program administration issues.
    • In close collaboration with the Grants Manager, implement the I.A.P. grant and subcontractor tracking system to ensure the timely and compliant execution of all grant and subcontractor agreements 
    • Oversees and provides supervision and guidance to finance and administration teams and encourages a collaborative, cohesive working environment.

    Financial:

    • Develop annual workplan budgets; oversee effective budget planning; develop and implement budgeting and financial reporting processes to meet program financial management, forecasting, pipeline analyses, and donor’s award reporting requirements.
    • Ensure program expenses are reasonable, cost-effective, and comply with donor’s procurement rules and regulations, and support donor auditing procedures.
    • Ensure that award deliverables are achieved within budget while effectively managing fiduciary risk within the program as well as downstream among sub-recipients and suppliers; promptly advise the program director of all potential fiduciary risks; develop monitoring and troubleshooting strategies to address risks and financial management.
    • Validate and approve all financial transactions to ensure that all applicable regulations, guidelines, and legal requirements are met in the execution of financial operations.
    • Oversee the maintenance of financial records and ensure there is appropriate supporting documentation.
    • Supervises the administrative team to ensure all operations, administrative and contractual activities and expenditures follow compliance and cost principles, are tracked and completed in a timely manner, and are consistent with relevant requirements and policies of the donor agency

    Contractual:

    • Draft, review, and negotiate contracts (including service agreements, purchase orders, etc.), ensuring all required contractual terms and conditions are included while obtaining the best value for the program.
    • Support and monitor sub-recipients to ensure sound financial management, operations, and compliance; contribute to capacity building of local partners in administration and financial management.
